In Tajikistan, a crane is regulated as a registered hazardous production facility

Tajikistan’s Law No. 14 of 28 February 2004 treats a crane as equipment inside a registered hazardous production facility. GOST 35321-2025 on overland rail crane tracks, adopted with Tajikstandart’s vote, took effect on 1 January 2026.

In Tajikistan, a crane is regulated as a registered hazardous production facility

Tajikistan is a landlocked country in Central Asia and a member of the Commonwealth of Independent States. It is not a member of the Eurasian Economic Union, and it is not a party to the Customs Union technical regulations. TR CU 010/2011 on the safety of machinery — the instrument that governs lifting equipment across the EAEU — has no force on Tajik territory. A crane delivered to a Tajik site is therefore not assessed against an EAEU type-approval mark. It is assessed against a national industrial-safety system that treats the crane as equipment inside a registered hazardous production facility.

That system is framed by two dates. The first is 28 February 2004, when the Law of the Republic of Tajikistan No. 14 on the Industrial Safety of Hazardous Production Facilities came into force. The second is 1 January 2026, when the newest interstate standard for crane rail tracks — adopted with Tajikistan’s vote — took effect. Between them sit a registration framework, a national supervisor and a family of interstate standards that decides how a crane is built, installed and monitored.

 

▌  01  THE TWO DATES

▌  IN FORCE SINCE 28 FEBRUARY 2004  Law No. 14 of 28 February 2004 establishes the legal, economic and social basis for the safety of hazardous production facilities in Tajikistan. Its stated purpose is the identification and prevention of accidents at those facilities. The text has been amended repeatedly, and the version held in the national legal database carries amendments dated 17 June 2026. Everything else in the Tajik crane regime — the register, the identification duty, the supervisory powers — is built on this single instrument.

▌  EFFECTIVE 1 JANUARY 2026  GOST 35321-2025, Cranes. Overland rail crane tracks. General technical requirements, was adopted by the Interstate Council for Standardization, Metrology and Certification (MGS) under Protocol No. 190-P of 31 October 2025. Tajikistan’s national standards body, Tajikstandart, is listed among the states that voted for adoption, together with Armenia, Belarus, Kyrgyzstan, Russia and Uzbekistan. The standard was introduced for the first time, and its date of introduction is 1 January 2026.

▌  02  THE LAW BEHIND THE REGISTER

▌  ARTICLE 1 SUPPLIES THE VOCABULARY  Article 1 of Law No. 14 gives the regime its terms. Industrial safety is defined as the condition in which the vital interests of people and society are protected from accidents at hazardous production facilities. An accident is defined broadly: the destruction of structures or technical devices, an uncontrolled explosion or release of dangerous substances, and any breach of process that has caused or could cause loss of life, harm to health, damage to the environment or substantial material loss. An incident is the narrower event — the failure or damage of a technical device being used at the facility. Technical equipment is defined to cover the spare parts, assemblies, mechanisms, equipment and machine systems used in production activity. A crane is technical equipment before it is anything else.

▌  THE STATE REGISTER IS THE GATE  The same article creates the State Register of Hazardous Production Facilities: a single database of the hazardous facilities operated by natural and legal persons in Tajik territory. Identification is a separate defined step — the process of categorising an object or organisation as a hazardous production facility and assigning it a type. Registration is therefore a sequence: the operator identifies the facility, the facility is classified, and only then does it enter the register and attract the duties that registration carries with it.

▌  03  THE REGISTRATION RULES AND THE 2025 AMENDMENT

▌  ORDER NO. 590 OF 30 NOVEMBER 2007  The registration duty is set out in Order of the Government of the Republic of Tajikistan No. 590 of 30 November 2007, which approved the Rules of registration of hazardous production facilities in the state register. The order was made under Article 2 of Law No. 14 and is signed by the Prime Minister, E. Rakhmonov.

▌  WHO THE RULES BIND  The Rules apply to every hazardous production facility covered by Law No. 14, and they are binding on all legal entities and natural persons, irrespective of the form of ownership, that carry out the production, use, conversion, generation, storage, transport or destruction of hazardous production facilities in Tajikistan. The register is maintained as one methodological and technological system: the systematised information on the registered facilities, and on the operators that run them, is accumulated, analysed and stored in a single place.

▌  AMENDED BY ORDER NO. 216 OF 26 MARCH 2025  The Rules were amended by Order of the Government No. 216 of 26 March 2025. For an equipment supplier the significance is not the content of the amendment but the date attached to it. A 2025 revision confirms that the register is a live instrument the government is willing to reopen, rather than a 2007 text that has been left untouched for nearly two decades.

▌  04  HOW TAJIKISTAN ADOPTS CRANE STANDARDS

▌  THROUGH THE CIS, NOT THE EAEU  Tajikistan adopts industrial standards through the Commonwealth of Independent States, not through the Eurasian Economic Union. The Interstate Council for Standardization, Metrology and Certification (MGS) circulates a draft; the national standards bodies vote in the automated system; and when the vote is positive the standard is listed as adopted for the participating states. Tajikstandart’s vote is what makes a standard part of the Tajik reference set — which is why GOST 35321-2025 arrived with a protocol number rather than a national decree.

▌  WHAT GOST 35321-2025 COVERS  GOST 35321-2025 covers overland rail tracks for gantry, tower and jib cranes on rails, but not railway cranes. It sets requirements for the design of the track, the manufacture of its individual elements, its installation and its safe operation. The standard does not require tracks already in service to be reconstructed, but from 1 January 2026 it governs the planning of track repair, the replacement of a crane on an existing track, and the installation of additional cranes on that track.

▌  THE HOOK AND THE STABILITY CALCULATION  Two older crane standards with Tajikistan among the adopting states matter just as much. GOST 34688-2020, Cranes. General requirements for stability, was adopted under Protocol No. 134-P of 30 October 2020 and has applied since 1 July 2021; it requires the stability of a crane to be confirmed by calculation at the design stage. GOST 34680-2020, Cranes. Forged and stamped hooks. Technical requirements, was adopted under Protocol No. 133-P of 30 September 2020 and has applied since 1 June 2021; it sets the technical requirements and control methods for single and double hooks used in lifting cranes and other lifting mechanisms. The rail track, the hook and the stability calculation — three parts of a crane most likely to be involved in a failure — are each covered by an interstate standard Tajikistan has adopted.

▌  05  WHAT THE SUPERVISOR FOUND IN 2026

▌  WHO THE SUPERVISOR IS  The competent authority is the State Service for Supervision of the Safe Conduct of Works in Industry and Mining Supervision under the Government of the Republic of Tajikistan, based in Dushanbe and publishing through nazorat.tj. It registers facilities, issues licences and investigates industrial accidents.

▌  THE FIRST-HALF FIGURES, 7 JULY 2026  At its press conference on the results of the first half of 2026, held on 7 July 2026, the service reported 32 accidents at industrial facilities in the first six months of the year, in which 21 people died and 19 were injured. In the same period it recorded 24 cases of violation of regulatory requirements at plants and issued orders to correct them. It registered 4.1 thousand new enterprises and 24.7 thousand other objects, and issued 34 licences. Sixty-five legal entities, officials and natural persons were held liable and fined a total of 225.2 thousand somoni; for the accidents alone, two legal entities, 33 officials and 13 natural persons were sanctioned and fined a total of 153.9 thousand somoni.

▌  THE CAUSES NAMED ON 16 SEPTEMBER 2026  On 16 September 2026 the head of the service, Ismail Valizoda, set out the causes. The human ones were irresponsibility on the part of engineers, disregard of industrial-safety rules, an absence of technical supervision, inadequate personal protective equipment, training and instruction that came too late, and a shortage of qualified specialists. The technical and natural ones he listed included rock falls, tunnel collapse, toxic-gas accumulation, slope failure at mines and the failure of pressure vessels — and, directly relevant to lifting work, falling loads during crane operation, the breakage of ropes and lifting mechanisms, and crane overload.

▌  WHY THAT MATTERS TO A SUPPLIER  The supervisor names the crane failure modes itself. That is the clearest signal available that lifting work sits inside the enforcement perimeter, and that the evidence a buyer will be asked for is not the machine’s specification sheet but the record of how it was registered, inspected and operated.

▌  06  WHAT IT MEANS WHEN YOU SPECIFY OR BUY

●  Has the facility that will operate your crane been identified and entered in the state register — or will that be done only after the machine is on site?

●  Which interstate standard applies to the track under the crane: the rail-track standard introduced on 1 January 2026, or an older national practice?

●  If a crane is added to an existing rail track, has the track been assessed against GOST 35321-2025 rather than assumed fit?

●  Can the hook be documented against GOST 34680-2020, and can the stability calculation required by GOST 34688-2020 be produced?

●  Who is the qualified specialist the supervisor says is missing — the crane operator, the slinger, or the engineer who signs the lift?

●  When the supervisor reports loads falling and ropes breaking, what evidence of rope inspection and load limitation will your site be able to show?

▌  07  WHAT TO WATCH

●  The register is the front line. Watch for further amendments to Order No. 590, because the 2025 revision shows the government is willing to reopen it.

●  Interstate standards arrive by protocol, not by statute. New crane standards adopted with Tajikstandart’s vote are the fastest-moving part of the framework, and each is worth checking for the date on which it enters into force.

●  The 2026 accident figures — 32 accidents, 21 deaths, 19 injuries in the first half of the year — will keep supervision of mines, tunnels and lifting equipment in the enforcement headlines.

●  Training and competence are named as a root cause. Expect scrutiny of operator and slinger certification rather than of the machine alone.

●  The distinction from the EAEU matters commercially: an EAEU-only compliance file is not a Tajik compliance file, and the reverse is also true.
